Detailed statutory analysis & overview
Indonesia gives an independent worker three genuinely different tax bases to choose between, and picking the wrong one can double the bill. A freelancer engaged as bukan pegawai, a non-employee, has PPh 21 withheld on a deemed taxable base of only 50% of gross fees, which is generous but is a withholding mechanism rather than a final settlement. A sole trader may instead use the NPPN deemed profit norms, where the Directorate General of Taxes publishes a deemed net profit percentage by business classification and city, available where annual turnover stays below IDR 4.8 billion and a notification is lodged in the first three months of the year. Or the business can elect the final 0.5% regime under PP 55/2022, which taxes turnover rather than profit and, for individuals, exempts the first IDR 500 million of annual turnover entirely. Against all of this sits the employee side: BPJS Kesehatan and Ketenagakerjaan contributions that are employer-funded for staff and entirely self-funded once you go independent.
