Detailed statutory analysis & overview

The bracket structure most people still quote for Indonesia is out of date. Law No. 7 of 2021 on the Harmonisation of Tax Regulations, known as UU HPP, rewrote Article 17 with effect from the 2022 tax year: it widened the lowest bracket from IDR 50 million to IDR 60 million and added a fifth bracket of 35% on taxable income above IDR 5 billion, so the scale now has five steps rather than four. The base those rates apply to is penghasilan kena pajak, arrived at after the occupational expense deduction, deductible social security contributions, and PTKP, and it is rounded down to the nearest full thousand rupiah before the rates are applied. Administration has also moved: the sixteen-digit NPWP took over from the old fifteen-digit number, the national identity number NIK now functions as an individual's tax identity, and the Coretax system replaced DJP Online for many filing and payment functions. This calculator applies the current bracket structure and shows how residents and non-residents are taxed under fundamentally different mechanisms.

Key Regulatory Parameters & Frameworks (YA 2026)

Rule 01

The Five UU HPP Brackets

Article 17 as amended charges 5% on taxable income up to IDR 60,000,000, 15% from there to IDR 250,000,000, 25% to IDR 500,000,000, 30% to IDR 5,000,000,000, and 35% on the balance above IDR 5 billion. The widening of the first bracket from IDR 50 million and the addition of the 35% top rate both took effect for the 2022 tax year. Taxable income is rounded down to the nearest thousand rupiah before the rates are applied.

Rule 02

PPh 26: Non-Residents Are Taxed on Gross

A non-resident individual is subject to PPh 26 at a flat 20% on gross Indonesian-source income, with no PTKP, no occupational expense deduction, and no progressive scale. Because the charge falls on gross rather than net, a non-resident with genuine costs faces an effective rate on profit far above 20%. Tax treaties can reduce the rate, but only where the recipient provides a valid certificate of domicile, the DGT form, to the Indonesian payer before payment.

Rule 03

Residency and the 183-Day Test

An individual is an Indonesian tax resident if present for more than 183 days within any twelve-month period, or if present during a tax year with an intention to reside in Indonesia. Residents are taxed on worldwide income at the progressive rates. A limited concession allows certain qualifying foreign nationals with specific expertise to be taxed on Indonesian-source income only for a defined initial period after becoming resident, subject to conditions.

Rule 04

The Annual Return and Its Three Forms

Individuals file the SPT Tahunan by 31 March following the tax year, with corporate returns due 30 April. Form 1770 SS is for employees with gross income at or below IDR 60,000,000 from one employer, form 1770 S for employees above that or with more than one employer, and form 1770 for anyone with business or independent professional income. Late filing attracts an administrative penalty, and any underpayment, PPh 29, must be settled before the return is lodged.

Rule 05

NPWP, NIK, and the Move to Coretax

The taxpayer identification number moved to a sixteen-digit format, with a resident individual's NIK serving as their NPWP following the integration programme. Administration has migrated to the Coretax system, which consolidates registration, filing, payment, and taxpayer accounts. The historic 20% penalty surcharge on individuals without an NPWP becomes largely academic as NIK integration completes, but confirm the position for any employee whose identity data is not yet validated in the system.

Example Calculation: PPh 21 Across the Brackets

Scenario Context: Indonesian tax resident with IDR 100,000,000 of taxable income after PTKP and deductions, shown against a second taxpayer at IDR 400,000,000 to expose the higher brackets.

Calculation StageComputed Value
First IDR 60,000,000 at 5%IDR 3,000,000
Remaining IDR 40,000,000 at 15%IDR 6,000,000
Total at IDR 100,000,000 of taxable incomeIDR 9,000,000, an effective rate of 9%
At IDR 400,000,000: first IDR 60,000,000 at 5%IDR 3,000,000
At IDR 400,000,000: IDR 60,000,000 to IDR 250,000,000 at 15%IDR 28,500,000
At IDR 400,000,000: IDR 250,000,000 to IDR 400,000,000 at 25%IDR 37,500,000
Total at IDR 400,000,000 of taxable incomeIDR 69,000,000, an effective rate of 17.25%
Same IDR 400,000,000 earned by a non-resident under PPh 2620% of gross with no deductions or PTKP, giving IDR 80,000,000
Final Deducted Result:IDR 9,000,000 at the lower income level and IDR 69,000,000 at the higher one, effective rates of 9% and 17.25% against top brackets of 15% and 25%. The non-resident comparison shows why the flat PPh 26 charge is not the bargain it looks: applied to gross with no PTKP and no expense deduction, it produces more tax than the resident progressive scale at this level.

Frequently Asked Questions (FAQ)

What is the tax filing deadline in Indonesia?▼

Individual taxpayers must file the SPT Tahunan by 31 March following the end of the calendar tax year, and corporate taxpayers by 30 April. Any underpayment for the year, known as PPh 29, must be paid before the return is submitted. An extension of up to two months can be requested with a notification and a provisional calculation, but it postpones only the filing, not the payment, and interest runs on unpaid tax.

Which SPT form should I use?▼

Form 1770 SS applies to employees with gross annual income of IDR 60,000,000 or less from a single employer and no other income beyond interest and similar. Form 1770 S applies to employees above that threshold or with income from more than one employer. Form 1770 is for anyone with business income or income from an independent profession, including freelancers and sole traders, and it requires either bookkeeping or the NPPN recording norms.

Do I still get penalised for not having an NPWP?▼

Historically an individual without an NPWP suffered a 20% higher withholding rate on PPh 21. With the integration of the NIK national identity number as the individual tax identity and the move to the sixteen-digit NPWP format, the practical scope of that surcharge has narrowed considerably. In practice the risk now lies with employees whose identity data has not been validated in the Coretax system, so payroll teams should confirm validation rather than assume it.

Is foreign income taxable in Indonesia?▼

Yes for residents. An Indonesian tax resident is taxed on worldwide income at the progressive Article 17 rates, with a foreign tax credit under PPh 24 for tax paid abroad, capped at the Indonesian tax attributable to that income and calculated country by country. Non-residents are taxed only on Indonesian-source income under PPh 26. The narrow exception is the territorial concession available to certain qualifying foreign nationals with specific expertise for a limited initial period of residence.
